Tele-Law Programme

Introduction

Launched in 2017, the Tele-Law programme has been conceptualized by the Department of Justice as a key legal empowerment model for the poor and vulnerable. Tele-Law is designed to provide pre-litigation legal advice and consultation to people, especially the needy and disadvantaged. It aims to connect people to Panel Lawyers via video conferencing/ telephone facilities available at Common Service Centres (CSCs) situated at the village level. Tele-Law aims to resolve cases at the pre-litigation stage, and offers advice from purely legal matters to cases related to benefits under schemes and other day-to-day matters.

When it commenced in 2017, Tele-Law initially covered 1800 CSCs across 11 States (UP, Bihar, 8 North-Eastern States and the UT of J&K). Thereafter, in 2019, the scheme was expanded to cover an additional 28,060 CSCs in 115 Aspirational Districts (as per NITI Aayog), covering 27 States and two UTs of J&K and Ladakh. In 2021-22, the Tele-Law service has been expanded to cover 75,000 CSCs, covering 700 districts across 36 States/UTs.

Some Key Features

1. The Tele-Law service is provided free of cost to those persons entitled to free legal aid under Section 12 of the Legal Services Authorities (LSA) Act, 1987, and at Rs. 30/- per consultation for “others”.

2. A dedicated web portal on Tele-Law is available at: http://www.tele-law.in/, in 22 regional languages, for wide outreach by people of various and diversified ethnicities across India.

3. To enable seamless penetration in the remotest areas, Tele-Law Para Legal Volunteers (PLVs) have been equipped with the Tele-Law mobile application. This mobile app enables pre-registration of cases during on-field activities. On receipt of the pre-registration request, the Village Level Entrepreneur (VLE) raises the beneficiary’s request for legal advice, to the Panel Lawyers.

4. A dedicated Tele-Law dashboard has been made operational to capture real-time data on nature of cases registered & advice enabled. Since June 2020, this data is being hosted on Prayas Dashboard for monitoring by PMO.

5. Tele-Law is fast emerging as a popular platform amongst the common populace in main-streaming legal aid. Tele-Law has effectively championed the cause of giving voice to the voiceless and won the trust and confidence of people.
